Have a few questions on pending changes.

I know there has been a lot of talk floating around. A 2 hour pod cast from Syphers crew, a 2 hours pod cast from ESO and the official forums = I don’t have the time. Did you take the time to pull through that data? If you did could you give me a few simple answers that would be great:

VR Questions:

1. Are VR levels going away?
2. If yes to 1, is gear then dependent on CP?
3. If yes to 2, if I have 423 CP and roll a new toon can they wear VR16 gear?

Char questions:

1. Is there any talk of being able to change character race?
2. Is there any talk of being able to change char alliance affiliation?

Gear:

1. Are they scaling gear sets (like the old VR14 moran tong as an example)
2. Is there going to be a vendor in cyrodiil I can buy PVE gear from? (Im pretty certain this is a yes)

DLC:

1. I know the next one is thieves guild, other than that has any other content for that DLC been announced? (new region, new trials)
