Nightblade healer

I know the NB doesn’t have a full dedicated healer skill line, but with a lot of the Siphoning giving HoTs  and with a resto staff,  is it viable for Vet dungeons and PvP. I wouldn’t expect the same survive as a Temp, but would I be able to put out enough to keep groups up?
