Returning player in need of some direction

I played ESO on release. Somethings happened and I decided to step away. I didn’t get that far in ESO tbh. I want to start playing again since I’ve upgraded my rig. However, I need some advice/direction.

1. What’s an easy/fun class to level and what race is best for that class?

2. Can I get an easy build for said class?

3. Are PvE and PVP builds different?

4 Has the game improved since launch?
