I wanted to offer a different take on the established Templar DPS meta builds. This build will have several gear setups as options and certain thoughts regarding theoretical gear setups which may parse even higher. Once I have that gear acquired I will update, but for now I am trying to compile my ideas regarding what I think will be the BiS gear as well as the rotation setup.
Class:
There are several good options for race choices. As of the making of this build these are the rankings:
1. Dunmer – highest boost to fire damage which is your only elemental damage on this build, but you sacrifice sustain for a buff to your damage.
2. Altmer – most well rounded setup. You lose a bit of fire damage, but gain sustain.
3. Breton – Best for sustain, but you are losing DPS compared to the other races.
Attribute Distribution:
All in Magicka. As of this expansion there is no need to points into health.
Food:
Health and Magicka
Passives:
All standard destro, mage guild, fighters guild, racial passives (and twin blade passive in the DW tree) with the EXCEPTION of Enduring Rays. Put ZERO points into this passive. Also make sure that you have max alchemy and provisioning to get the highest benefit from your consumables.

Champion Point Distribution:
As per @Asayre ‘s Calculator you will be running 73 in Elemental Expert, 18 in Elfborn, 3 in Spell Erosion and 73 in Thaumaturge in the blue constellations.
In the green tree you will max out reduce cost first and then regen later. the reasoning behind this is that in PvE the primary strain on resources occurs in high intensity fights from which you can’t run away to regen resources, thus I have 100 points in reduce cost and 67 in regen. Additionally you do not have any regen on gear, which further devaluates the CP tree.
In the red tree I distribute points evenly across Hardy, Elemental Defender and Thick Skinned.
The Setup:
I used to have several different setups, but after extensive testing I have eliminated all but one. This setup is in my opinion BiS and cannot be beat.
Single Target Destro Staff Setup:
All gear is 5 light 1 medium 1 heavy.
3 Moondancer Jewelry pieces Arcane with Spell Damage enchants.
1 Maelstrom Destro Staff Sharpened
2 Moondancer Armor pieces divines with Magicka Enchants
5 Julianos Armor pieces all divines with full Magicka Enchants
2 Torug’s Pact Swords Nirnhoned (no enchants)
Bar Setup:
Main bar – Inner light, Vampire’s Bane, Purifying Light, Puncturing Sweep, Elemental Blockade. Ultimate – Shooting Star
Execute/AoE Bar – Inner Light, Proximity Detonation, Blazing Spear, Repentance (passive regen) or Strucured Entropy, Radiant Oppression. Ultimate – Shooting Star
Rotation:
Proxi Det>Bar Swap>Shooting Star>Medium Weave>Vampire’s bane> Medium weave>Elemental Blockade>Medium weave>Purifying Light>Medium weave> (Puncturing sweep+Medium weave) x 3. Then restart the rotation at Vampire’s bane. When the target gets to 35-37% switch to Radiant oppression. Synergize for Moondancer buff every 30 seconds. At first I was highly skeptical of this set, but after some extensive testing I definitely see its amazing power, especially since you can proc the regen buff in AoE and sustain the long trash fights a lot better.
In this patch getting Kena to proc amidst a rotation that includes DoT’s becomes increasingly difficult. Since we would weave Kena to get it to proc, there is a high chance to get a DoT tick in between of two light attacks, which would cause Kena to not proc. While it is possible to make two light attacks and not get a DoT proc in between, it is extremely unlikely when weaving. Waiting till your DoT’s run out is an option, but since our DoT’s are longer than 6 seconds you will be losing quite a lot of Kena uptime. Also by using Kena, you will be missing out on a whole bunch of Medium weaves, which will detrimentally affect your DPS. If you still would like to use Kena, then the best Setup for you would be to replace the Torug’s Pact Swords on the backbar with Moondancer Swords, and to replace 2 armor pieces of moondancer with the Kena set. I do not recommend this, since you will be losing damage due to the swords being sharpened and not nirnhoned as well as the medium weave damage, which hits hard enough to make up for the minor spell damage gain that Kena would provide (when accounting for the fact that its maximum uptime would only be 85% or 438 spell damage (around 308 spell damage after subtracting the buff that nirnhoned weapons would provide). Since templar’s highest damage comes from its execute, Kena is detrimental to overall DPS and should not be considered a viable option.
Other alternatives to using a two piece Kena are Skoria and Nerieneth. Both of these sets are based on a proc chance and therefore do not give reliable % results. According to several sources Skoria can amount to around between 800-1500 DPS and on my parses Nerieneth amounts to between 2 and 4% dps on single target.
This rotation allows allows a smooth pattern, that is easy to memorize. The reason for not putting 2 points into enduring rays is that with this rotation you will be recasting Vampire’s bane every 9 seconds and thus will not get the full DoT ticks of the longer duration Vampire’s bane. It also just so happens that the shorter duration Vampire’s Bane does more DPS but less overall damage than the longer duration version. So if you are not able to wait for the DoT to fall off, it is advantageous to keep the shorter duration on it.
If there is an AoE component to the fight switch to your offbar and do the following rotation:
Proxi Det>Blazing Spear x 7. Rinse and repeat.
