Level 40 Alchemy Potions

I was creating level 30 alchemy potions(mostly healing) while I was in my 30s, and then once I hit 40, I wanted to create level 40 alchemy potions. So I leveled my Alchemy skill up to 32 so I could use Filtered Water for the solution, but when I made the level 40 heal pots with filtered water, they were only 200 more hps than the level 30 ones. In prior upgrades, from 10 to 20, or 20 to 30, the potions were a lot stronger, I’d say nearly 2000 hps higher. Why was there such a minimal difference between the level 30 to level 40 heal potions?

And I also don’t know where to farm filtered water. I heard Cold Harbor, but I’m not sure how to get there, I’m Ebonheart Pact. And if the 40 heal pots are only 200 more HPs than the level 30 ones, it makes more sense to just keep farming cleansed water to make the level 30 ones, since they’re easier to farm.
