Sun Fire spell critical buff not working?

Templars have a skill called Sun Fire under the Dawn’s Wrath skill line. The second paragraph of the description reads “Upon activation you gain Major Prophecy, increasing your Spell Critical rating by 2191″.

When I activate this skill, I receive Minor Sorcery, which gives me a slight spell damage boost (about 50 points). My spell critical is unchanged at 32%.

I do not have Magelight slotted, as someone in my guild suggested may be the problem.

When I look at my character sheet after activating Sun Fire, I can see the Sun Fire skill icon next to the Minor Sorcery buff. What could be wrong here? Should I open a ticket?
