Introduction
I decided to make a thread about a PvE healer build because people have asked for it. This build is especially made for trials but you will also find some suggestions for 4-men-content.
Keep in mind that I change things often (cps, skills, attribute points) depending on what trial we are on and what goal we have (speed run, no death, HM, etc.). But still you see the main idea of this build. As a healer it is important to use supporter sets and skills, which benefit the whole group.

1. Race
High Elf: My favourite class for healer cause of the 9% + magicka regeneration and the increase of max magicka by 10%.
Breton: Second best choice. Increases your max magicka by 10% and reduces magicka cost by 3%.
2. Gear
There is one main set, Spell Power Cure and three different trial sets, Infallible Aether, Worm Cult and Twilight Remedy. Between those three you switch to whatever benefits the group more. For vDSA and other 4-men-content you are best to use Infallible Aether. I mostly use infused trait to increase the max magicka but also possible to go with divines (atm I am wearing a mix of those two cause of rng).

Spell Power Cure is the main set you wear and a must have, we never swap this out. It has the chance to grant more weapon and spell damage when healing at 100% health. It affects only 6 group members at once.
Dropping in WGT.

Infallible Aether is the most important set to wear in a trial, one healer should have it. Enemies take 8% more damage when you heavy attack on them. You do not need to use it on enemies which die quickly.
Dropping in SO, AA, HRC (golden jewels only in veteran mode).

Worm Cult is really worth it, the other healer in group wears this. It reduces the magicka cost for up to 12 group members by 5%.
Dropping in MOL (golden jewels only in veteran mode) and some vet dungeons or purchasable in trading guilds.

Twilight Remedy is the least important at the moment. When synergized, it heals and gives minor force. Minor force is the same buff as trap, therefore it is not that useful like the others, but still good since not everyone uses trap.
Dropping in MOL (golden jewels only in veteran mode) or from weekly rewards.

Master Weapons are best choice. Restoration staff restores stamina to all and increases your max magicka. Destruction staff also increases max magicka. If you do not have the master weapons you can still use maelstrom weapons. Another possibility is to wear 1x kena and the set weapons (aether, worm or twilight staves).
Loot in last chest vDSA.

Here is a different setup in case you do not have all those sets above yet. But as soon as you have those sets, swap them out.

3. Skill
Main Bar

Breath of Life: Immediate cast and very strong heal.
Healing Springs: Great healing skill, you have to slot this. Also restores magicka to you and is very cheap.
Inner Light: Increases your max magicka by 8%. Nice to have but if you do not need it, you replace it.
Siphon Spirit/Ritual of Retribution: Use siphon only on bosses, it restores magicka and health. It should never run out on bosses. / Ritual cleanses effects from you and allies and also does a bit of damage and heals.
Combat Prayer: Important skill. Grants 6 group members minor berserk, increasing damage. Always use it twice so all 12 people get the buff.
Aggressive Horn: Must have for a healer. This is your main ultimate and has to be up all the time. It increases the crit strike damage, and max health, magicka and stamina.

Radiant Oppression: Good damage skill.
Elemental Drain/Ritual of Retribution: Use elemental drain on bosses and if possible on adds too from time to time, it restores magicka. On bosses it should never run out. / Ritual cleanses effects from you and allies and also does a bit of damage and heals.
Repentance: Gives you and group members stamina back and heals, do not miss this skill.
Blazing Spear: Damage skill and when someone synergizes they will restore their stamina.
Mystic Orb: If someone synergizes the orb they will get magicka back, it also does damage on explosion (other morph also possible).
Solar Prison: Reduces inc damage and damages the enemies.
You do not need to slot siphon spirit AND elemental drain when you have two healers in a group, one each is enough. And if you are in a group of 4, then you only slot elemental drain if needed.
Other useful skills
I will list some other useful skills, depending on the situation and what the other healer has slotted. Sometimes it is enough if one healer is using a certain skill (repentance for example).
Channeled Focus: Grants you more physical and spell resistance and restores magicka.
Dark Flare: Does range damage.
Reflective Light: Does range damage.
Puncturing Sweeps: Does melee damage, good for vDSA.
Harness Magicka: Shield which absorbs magic damage.
Efficient Purge: Cleanses negative effects.
Mutagen: Healing over time effect.
Healing Ward: Shield which absorbs damage and heals.
Power of the Light: Reduces armor of enemies and does damage.
4. Attribute Points
64 into magicka. Or ~ 50 magicka and 14 health to get a bit more health, whatever fits you better.
5. Mundus Stone
Atronach mundus to increase magicka regeneration.
6. Champion Points
Arcanist 100
Magician 77
Blessed 100
Elfborn 77
Elemental Defender 89
Hardy 88
7. Food / Potion
