Future user of the game,need advice for a class/race.

First of all,i never played any TES game,so dunno how works this class/race system,so there are a few questions.

My inicial choice was to be Argonian nightblade archer,its a good idea??? I mean,Argonians have 2 skills with restorative powers,one in staff and another in selfheal,if i make an Argonian nightblade can i forgot to equip a restorative staff and focus on bow??? And one forum user said that when i start the game and finish the tutorials,ill have a bow,its that true??? But bow with carcaj or without???
