Mag sorc questions One Tamriel

Hello, new to making my build something worthy and have a few questions. I am full magicka sorcerer and am running 5 julianos-3-willpower-3 Seducer.

Bar 1. Seducer Lightning w/flame enchant. Inner Light/Power Surge/B. Aegis/Boundless Storm/Liquid Lightning/ Overload

Bar 2 Seducer Lightning w/flame enchant. Inner Light/ Crystal Frag/B. Aegis/Force Pulse/Unstable Wall of Storms/Storm Atronarch

Rotation- Potion>Power Surge>Liquid Lightning>Boundless Storm>Unstable Wall>Crystal Frag(if procd)>Force Pulse>Heavy>Force Pulse>Heavy>Crystal>Repeat

– I haven’t seen any builds here use Power Surge, am I missing something?

– Why does every sorc build seem to have julianos when I hear TBS is better? Is TBS better?

– With new sets out should I be farming anything else? Thinking about Ice heart or ilambris monster sets.

– Why don’t I see much elegance used? I have enough to use, except jewelry. Same goes for IA.

– If I get Major Sorcery can that be stacked with another Major Sorcery or no? Same for Max Magicka?
