nord health regen fire mage

would re-rolling from H.E to Nord for the health regen passive extra hp/stam and the 6% mitigation be worth it over the H.E passives? this is a PVP build. i would lose about 2.8k max mag and 4% fire dmg but gain roughly 3k health regen 2.5k health  and 900 stam . now from what i have read the rugged passive gets reduced the more armor/Sr u have so i would be running this in LA so i would gain more out of the passive probably making it equally to wearing hvy? but gain all the LA passives which would make up for the lose of max mag and 4% from H.E passive.

any thoughts?
