Weapon Damage Enchant proc

I have done some googling and asking in game and getting mixed answers so I am asking here.  Using the Weapon Damage Enchnat (weapon glyph) that says x damage for x seconds, does it have to be proc’d or does it just apply always?  If this did change recently, when?  How does it reflect on your character sheet?
