Would a pure spell damage lightning sorcerer be viable?

I would like to make a sorcerer who uses all 6 skills from the storm calling tree, so then i would gain 12% more spell damage, i would most likely run 7 light and dual wield for resource management and magical penetration, as well as highest spell damage. Also what gives better return on skills? spell damage or max magicka? Also would it be better to run necropotence and drop a skill for clannfear? or should i run julianos and maybe also run molag kyena? and willpower swords with possible necklace?
